During Hurricane Katrina, all properties in Broadmoor suffered from 6-10 feet of flood damage. As one of the lower-lying neighborhoods, Broadmoor was designated as a "green dot area," a future drainage park for the rest of the city. Broadmoorians met on the Napoleon neutral ground just days after its designation as a green dot and pledged to return to their homes. From there, the BIA created the Broadmoor Development Corporation adn created a comprehensive recovery plan that incorporated the ideas of residents into its vision for the neighborhood. This plan included a future vision for housing programs and community greening.
Since the flood, the BIA and BDC have made great strides in achieving full recovery. The Neighborhood school will complete a $31 Million renovation, and children will be able to attend school within the neighborhood starting in January 2010. Renovations to the Keller Library are slated to begin in the coming weeks, and the neighborhood's Educational Corridor has been designated as one of the city's seventeen Target Recovery Areas.
However, 20% of the properties in the neighborhood have yet to undergo renovation, and our residents struggle to overcome obstacles ranging from poverty to contractor fraud to crime. The EnviRenew initiative will help the BIA and BDC come closer to its goal of a recovery that results in a Broadmoor that was better than before by repopulating the neighborhood, reducing blight, and creating a mroe secure, cohesive community. The BIA developed a plan for recovery drawn up by residents evaluating best practices toward achieving this end. The plan was established based on consensus and has served as the backbone of the neighborhood's recovery. It explains the history of the neighborhood and asseses damage after the flood. Additionally, it presented target areas and programs for rebuilding a better Broadmoor. It is in these plans that the community sees EnviRenew as the perfect partnership opportunity to achieve full recovery.
